The following is an excerpt from President Benjamin Harrison’s annual message, delivered December 9, 1891, in which he describes the Wounded Knee Massacre and the progress of the program to decrease Native American land acreage.*
The outbreak among the Sioux which occurred in December last is as to its causes and incidents fully reported upon by the War Department and the Department of the Interior. That these Indians had some just complaints, especially in the matter of the reduction of the appropriation for rations and in the delays attending the enactment of laws to enable the Department to perform the engagements entered into with them, is probably true; but the Sioux tribes are naturally warlike and turbulent, and their warriors were excited by their medicine man and chiefs, who preached the coming of an Indian messiah who was to give them power to destroy their enemies. In view of the alarm that prevailed among the white settlers near the reservation and of the fatal consequences that would have resulted from an Indian incursion, I placed at the disposal of General Miles, commanding the Division of the Missouri, all such forces as we thought by him to be required. He is entitled to the credit of having given thorough protection to the settlers and of bringing the hostiles into subjection with the least possible loss of life. . . .
Since March 4, 1889, about 23,000,000 acres have been separated from Indian reservations and added to the public domain for the use of those who desired to secure free homes under our beneficent laws. It is difficult to estimate the increase of wealth which will result from the conversion of these waste lands into farms, but it is more difficult to estimate the betterment which will result to the families that have found renewed hope and courage in the ownership of a home and the assurance of a comfortable subsistence under free and healthful conditions. It is also gratifying to be able to feel, as we may, that this work has proceeded upon lines of justice toward the Indian, and that he may now, if he will, secure to himself the good influences of a settled habitation, the fruits of industry, and the security of citizenship.

I am observing a big change in American policy towards Arabs in particular, the Muslim world in general and also towards the gulf states , Iran and Iraq . I think this change is necessitated by the objective conditions on the ground. It is not as the result of diplomatic nicety of Obama or sympathetic attitude of the Obama administration towards these regions and states. The objective reality dictated that the old way doesn’t yield good result, but disaster. The Arabs in particular, the Muslim world in general and also the gulf states have not become easy prey for a bully administration like that of Bush. They rather time and time again offered huge and stiff resistance. Extreme and cannibal type political group i.e; Al Queada was nurtured by the bad policy of the West in general and America in particular. The US foreign policy on middle east and towards the Muslim world will obviously change for they are challenged and the region is the birth place and hotbed of Al Queda. Finally, if you allow me to ask a question, will Obama turn his back on African dictators who have been fully backed by Bush administration? Many Africans are becoming anti America for the mere fact African brutal dictators like Musseveni of Uganda, Zenawi of Ethiopia etc are backed by USA . Musseveni in 1986 said, “no African leader should stay in power for more than 10 years. He is still in power”. America told Ethiopians Mengistu stayed in power for too long i.e 17 years. Meles Zenawi is in power since May 1991. The Bush administration openly and shamelessly commented ‘these blood thirsty brutal African dictators are very friendly and their support for war on terror is solid and unwavering’. Will Obama adopt a policy based on equity and fairness instead of a 100% self interest oriented, apathetic and disgusting one???!!! WILL BUSH POLICY ON AFRICA CONTINUE? WILL IT CHANGE SOON? IF YES, HOW SOON??? Many have disappointed me by saying US foreign policy on Africa will NOT change as Africans don’t offer resistance even against their brutal leaders, much less against USA. How do you comment?

Will a black president in America be more sympathetic than his predecessors who had been time and time again financing the massacre in Africa? Who were supporting notorious dictators like Sekuture, Amin, Bokassa, Ziadbare, et al? Who are now supporting the cannibals so called Afreican leaders (actually man eaters) like Meles Zenawi of Ethiopia, Musseveni of Uganda, Mubarek, etc? SHAME ON AMERICA!!!!
It is a tasting ground for USA. USA now is 100% focused on the Arab world in general, Muslim countries like Iran in particular. Africa doesn’t seem that important for America. America may continue to finance Jeffrey Dahmer or Charles Mason type serial killers in Africa. Is there any difference between Meles Nazi of Ethiopia and Jeffrey Dahmer? The only difference is Jeffrey Dahmer caught and convicted. Meles Zenawi of Ethiopia is still at large and he has the license issued by USA to kill poor Ethiopians like flies and dogs. He has the license to brutalise Ethiopians. The same holds true with other so called “friendly dictators”. SHAME ON AMERICA!!!
